A Wisconsin man was arrested after Harvard police found cocaine on him while he was sitting inside a stolen car on Saturday.

The Harvard Police Department was investigating a stolen vehicle that was spotted at 5:35 p.m. on Saturday at Walmart, 21101 McGuire Road in Harvard.

Police said that Joseph D. Shaffer, 31, of the 9000 block of County Road B in Sharon, Wisconsin and Lacey M. Kellogg, 31, of the 300 block of South Pearl Street in Janesville, were both sitting in the stolen vehicle in the parking lot of Walmart.

Shaffer is a relative of the car owner, authorities said. Court records show that police found less than 15 grans of cocaine in the vehicle. Shaffer was charged with possession of a controlled substance and possession of drug paraphernalia.

Kellogg, who was the passenger in the car, was arrested on a warrant for failure to appear in court on a delivery of a controlled substance charge, police said in a statement.

Shaffer is being held in the McHenry County Jail on a $15,000 bond. He is next scheduled to appear in court on Wednesday. Kellogg was transported to the McHenry County Jail pending extradition to Wisconsin.

Police did not comment on why neither Shaffer nor Kellogg were charged in connection with the stolen car.
