Rahsaan R. Carr, 42, of North Chicago.

A North Chicago man has been arrested and charged in connection with shooting a woman at a party over the summer in Zion, police said.

Rahsaan R. Carr, 42, of the 1500 block of Park Avenue in North Chicago, was arrested on Tuesday by the U.S. Marshals and the Lake County Sheriff’s Office Warrants Team.

Carr, who is a documented street gang member, was charged with aggravated battery with a firearm, aggravated discharge of a firearm and aggravated battery.

The Lake County Sheriff’s Office said that on June 23, Carr allegedly shot a woman at a party in the 2300 block of Gilead Avenue in Zion.

The 38-year-old North Chicago woman was shot multiple times and transported to Advocate Condell Medical Center in Libertyville where she was later in stable condition.

A warrant was issued for Carr’s arrest six days later.

On September 24, authorities executed a warrant at Carr’s home and recovered a loaded semi-automatic handgun but Carr was not home at the time. He was taken into custody on Tuesday after police conducting surveillance saw him exit a residence in the 1300 block of Broadway Avenue in North Chicago and enter a vehicle.

Carr was transported to the Lake County Jail where he remains held on a $2 million bond. He is scheduled to appear in court again Thursday morning.

  1. Story has more questions than answers.
#1. Rahsaan Carr is a street gang member…..at 42 years old. Does this not qualify as a mob member?

#2, Why were Federal Marshals involved in the arrest?

#3. Why was the shooting victim transported to a Libertyville hospital from Zion when a Waukegan and two Kenosha hospitals closer (apparently the Zion hospital no longer has an ER). >

  2. #1. He is NOT nor has ever been a gang member.
    #2. He doesn’t have a record
#3. The young lady in question assaulted him
#4. She was not critically injured and was released after a few hours
