A 56-year-old man, who was previously convicted of raping a 6-year-old, was arrested by Round Lake Park police after they say he violated the sex offender registration act.

Richard E. Muhlig Jr., 56, of 526 North Grandview Drive in Round Lake Park, was charged with failure to report a change of employment and violating sex offender registration.

An arrest warrant was issued for Muhlig on Wednesday after Round Lake Park police received information that he had failed to notify police of several employment changes.

Muhlig was previously convicted of predatory criminal sexual assault of a 6-year-old victim while he was 32 years old, records show.

The Illinois Sex Offender Registration Act requires sex offenders to notify local law enforcement of any employment change, Round Lake Park Police Chief George Filenko said. Muhlig also has to register annually because he is a sexual predator.

Police arrested Muhlig at his home and transported him to the Lake County Jail where he was released after posting ten percent of his $35,000 bond.

“The Sex Offender Registration requirements have some flaws. This case is a perfect example of how a predator can easily work around the system without being caught,” Filenko said.

“I would encourage all employers to access any number of public sites where information can be easily obtained.”
