A man in his 20s was shot twice, including once in the head, by a gunman he encountered as he was driving his car in a Waukegan parking lot Wednesday evening, police said.

The Waukegan Police Department and Waukegan Fire Department responded around 10 p.m. Wednesday to a 911 call of a shooting in the 2300 block of North Elmwood Avenue in Waukegan.

Waukegan Deputy Police Chief Joe Florip said officers located a victim, identified as a Waukegan man in his 20s, that had been shot twice.

The victim sustained gunshot wounds to his head and shoulder. Paramedics transported him to a local hospital.

The Waukegan Police Department Criminal Investigations Division (CID) was called to investigate the incident.

Detectives believe the victim was traveling in the 2300 block of North Elmwood Avenue in his blue sedan with a female passenger, who is in her 20s and a Waukegan resident.

The two came into contact with a male suspect in an area parking lot, Florip said.

The suspect, described as light-skinned, thin and approximately 5-foot-10, fired into the victim’s vehicle during the encounter, striking the victim.

The male victim then drove off and struck another vehicle until it came to a stop a few blocks away on a residential street.

Florip said he did not have the male victim’s condition but said he is expected to survive.

The victim has been uncooperative with detectives, Florip said. No one is in custody and the motive is unknown.
