An Island Lake man, who is a retired police officer, was arrested again after his charges were upgraded in connection with the drunk driving crash that killed a motorcyclist in McHenry last week.
Steven W. Foulk, 67, of the 200 block of Southern Terrace in Island Lake, was initially charged with aggravated driving under the influence of alcohol, two counts of driving under the influence of alcohol and failure to reduce speed to avoid an accident.
On Friday, an additional charge of aggravated driving under the influence of alcohol causing death, a Class 2 felony, was filed against Foulk.
The charges stem from a vehicle crash that occurred around 2:06 a.m. Thursday involving Foulk’s gold 2011 Toyota Camry and a gray 2018 Harley Davidson motorcycle.
The crash happened at Route 120 and Chapel Hill Road, according to McHenry Police Public Affairs Officer Michael Spohn.
A preliminary investigation determined the Harley Davidson motorcycle was facing southbound on Chapel Hill Road stopped at the intersection in the center lane.
A Toyota Camry, driven by Foulk, traveling southbound on Chapel Hill Road struck the motorcycle from behind, Spohn said.
The driver of the Harley Davidson, a 37-year-old Antioch man, was transported by paramedics to Northwestern Medicine Hospital in McHenry with life-threatening injuries.
Both drivers were the sole occupants of their vehicles.
McHenry County Coroner Michael Rein told Lake and McHenry County Scanner that the 37-year-old man died at the hospital later in the day on Thursday.
An autopsy was conducted on the man, identified as Kenneth Jackson, on Friday. Preliminary results confirm he died from blunt force trauma.
Foulk, who was uninjured in the crash, was arrested at the scene after police determined he was found to be driving under the influence of alcohol.
Foulk was transported to the McHenry Police Department where he was processed and later transported to the McHenry County Jail. He was released after posting 10% of his $20,000 bond.
Once the man’s charges were upgraded on Friday, a McHenry County judge issued an arrest warrant carrying a $40,000 bond.
Foulk was processed again at the McHenry County Jail on Sunday and released an hour later after posting 10% of his $40,000 bond, records show.
According to the Chicago FOP, Foulk retired from the Chicago Police Department as a police officer in May 2010 after working for the department for 24 years.
