A Libertyville man, who is on parole for kidnapping, was charged in a home invasion in Waukegan earlier this month where he allegedly attacked a woman.

Quintin C. Billups, 29, of the 500 block of West Park Avenue in Libertyville, was charged with home invasion causing injury, domestic battery causing bodily harm and domestic battery physical contact.

The charges stem from an incident that occurred early in the morning on September 13 in the 2500 block of Village Park Drive in Waukegan.

Billups allegedly entered the apartment of a woman by forcing open her patio door, according to a criminal complaint filed in Lake County Circuit Court.

Billups battered the woman by punching and kicking her in the head, the complaint said. The extent of the victim’s injuries was not released.

Officers with the Waukegan Police Department arrested Billups the same day of the incident.

Lake County Judge Paul Novak ordered Billups held in the Lake County Jail on a $500,000 bond.

Billups’ bond was later reduced to $200,000, meaning he would need to post $20,000 cash in order to be released.

State records show Billups was on parole at the time of his Waukegan arrest after being convicted of kidnapping in March 2019.

In that case, Billups and three other men committed a home invasion in the 2700 block of Gilboa Avenue in Zion where they kidnapped a woman from the home, court documents show.

Billups was found guilty of one count of kidnapping and sentenced to three and a half years in prison, which was to be served at 50% under truth-in-sentencing guidelines.

Billups, who remains held in the Lake County Jail as of Sunday, is scheduled to appear in court next on October 5 for a preliminary hearing.
