A man who allegedly stole a van from Libertyville equipped with a GPS tracker was arrested by police in Grayslake but later released from the Lake County Jail on pretrial conditions under the Illinois SAFE-T Act.

Phillip Board, 34, of Zion, was charged with possession of a stolen vehicle, burglary without causing damage, theft of a motor vehicle, and driving on a revoked license following his arrest by Libertyville Police at about 7:30 a.m. Wednesday.

The Libertyville Police Department responded around 7:19 a.m. Wednesday to the 100 block of West Austin Avenue for a report of a vehicle that was stolen, Libertyville Police Sergeant Dusan Racic said.

The vehicle, which was a work van belonging to JM Irrigation, was equipped with a GPS tracker.

Police tracked the van’s location in real time as it traveled westbound on Route 120 from Milwaukee Avenue near Gurnee.

Area police departments were alerted of the stolen van through the Illinois State Police Emergency Radio Network (ISPERN).

Police continued to track the van as it pulled into a parking lot next to the Walgreens at Route 45 and Route 120 in Grayslake at 7:34 a.m., according to police radio traffic.

Board allegedly exited the van and walked northbound towards Country Drive, according to radio traffic.

Grayslake and Libertyville police officers quickly responded and arrested Board near the U.S. Auto Service Center, 183 Route 45.

The Lake County State’s Attorney’s Office approved charges Wednesday, which are all felonies besides driving on a revoked license.

Board appeared at the Lake County Courthouse Wednesday afternoon where a judge heard the details of the case. But, because all the charges against Board are non-detainable under Illinois’ SAFE-T Act, he was released on conditions including not having contact with two people at JM Irrigation, not using any drugs or alcohol, and not driving without a valid driver’s license, court records show.

Board is scheduled to appear for a status hearing on July 17.
