A Zion man is being held in Lake County jail after allegedly stabbing a person in the jaw and killing a dog, authorities said.

Zion Police Department officers were dispatched to the area of 31st Street and Gabriel Avenue on June 3 at 11:15 a.m. following a “chaotic chain of 911 reports” referencing a disturbance resulting in a person being either shot or stabbed, authorities said.

One team of responding officers located an injured 18-year-old victim in the 1900 block of Carmel Boulevard suffering from a puncture wound in their jaw, authorities said.

The victim reported they were stabbed inside a residence in the 3000 block of Gabriel Avenue by a family member, later identified as Arthur Scarbough, 22, of Zion, authorities said.

The victim also reported hearing gunfire while fleeing the residence, authorities said.

The Zion Fire Department was contacted to medically treat the victim, whose wounds were deemed not life-threatening.

Simultaneously, another second team of police officers found Scarbough running northbound in the 3000 block of Gabriel Avenue, officials said.

When officers caught up to Scarbough, they noticed he was manipulating the lid to a nearby garbage can, authorities said.

Police discovered Scarbough was trying to conceal a 2-year-old child inside the garbage can who was actively trying to free themselves, authorities said.

Officers handcuffed Scarbough and removed the child from the garbage can, authorities said.

The child was unharmed and returned to an adult family member.

While Scarbough was detained by police, authorities said he unsuccessfully attempted to disarm an officer.

During the investigation following the incident, officers and investigators learned Scarbough had consumed an unidentified illegal controlled substance days prior and was experiencing significant mental health concerns, authorities said.

While suffering through mental health issues, authorities learned Scarbough entered his family’s residence in the 3000 block of Gabriel Avenue brandishing a handgun and threatened several people inside.

Scarbough eventually discharged his firearm, killing the family’s French bulldog, before removing the child from the residence and placing them in a nearby garbage can, authorities said.

Scarbough was transported to an area medical facility and kept under police watch while being treated for myriad concerns unrelated to his physical arrest, authorities said.

Scarbough continued to exhibit erratic behavior and made concerning statements about a desire to harm additional people, authorities said.

Investigators reviewed their findings with the Lake County State’s Attorney’s Office, which charged Scarbough with a class 3 felony count of aggravated battery with a deadly weapon, a class 4 felony charge of reckless discharge of a firearm, and a class four felony count of aggravated cruelty to animals, authorities said.

He is also facing several misdemeanor charges including domestic battery and child endangerment, authorities said.

Scarbough was released from the area medical facility and transported to the Lake County Jail.

He appeared in Lake County First Appearance Court on June 6, was held over for a detention hearing the same day, then ordered detained until trial.

His next court date is June 26, court records show.
