A Lake County Health Department employee has been arrested after the FBI found he took over a child’s social media account and solicited nude photographs, which he allegedly sold to others.

Frankie W. Rosa, 32, of Pleasant Prairie, Wisconsin, was charged in Kenosha County, Wisconsin, with three counts of possession of child pornography.

A probable cause statement filed with a criminal complaint said the Kenosha County Sheriff’s Office began assisting the Federal Bureau of Investigation (FBI) in early July on a child pornography case.

The FBI had concluded that Rosa had taken over a Snapchat account of a female in Florida and then used her online identity to solicit nude material from other individuals, including minors, according to the complaint.

He then sold the material online via the Cash app, the complaint said.

Detectives and FBI agents conducted a search warrant at Rosa’s home in the 1800 block of 104th Street in Pleasant Prairie last Wednesday.

Rosa spoke to investigators and acknowledged receiving sexually explicit images of people who appeared under the age of 18 on the Snapchat account that he took over from the girl in Florida, the complaint said.

Investigators found a photo album folder on Rosa’s cellphone that contained three images of child pornography.

“When the defendant was asked whether he was fully aware that he ended up with nude pictures who appeared underage on his phone, the defendant admitted that he was and nodded his head up and down in the affirmative,” the complaint said.

Rosa reportedly said later in the interview that he “often” received photos on the Snapchat account that appeared to be of children.

Rosa said he originally had tricked the girl in Florida into giving him the password to her Snapchat account and intended to sell her photos to try to make money to pay his rent, the complaint said.

The Kenosha County Sheriff’s Office said the investigation remains active and ongoing. They declined to release information on the case.

Rosa was arrested and transported to the Kenosha County Jail where he remains as of Wednesday on a $20,000 bond, which he would need to post the full cash amount to be released.

A judge denied Rosa’s request to reduce the bond during a court hearing on Tuesday. A pre-trial hearing is scheduled for October 2.

A spokesperson for the Lake County Health Department and Community Health Center confirmed to Lake and McHenry County Scanner that Rosa is employed by the health department but refused to say whether he has been placed on administrative leave.

The spokesperson also refused to say what his position in the health department is.
