Police arrested one offender and identified a second offender following two separate incidents of inappropriate behavior witnessed by others, including children, at a water park in Cary.

The Cary Police Department responded last Thursday to Sunburst Bay Aquatic Center, 1201 1st Street, for a public indecency report.

The suspect, identified as Rohan T. De Silva, 63, of Milwaukee, Wisconsin, was arrested by officers.

A criminal complaint filed in McHenry County Circuit Court said that De Silva was in the parking lot of the aquatic center around 5:40 p.m.

He engaged in an act of sexual conduct by touching and fondling his sex organ inside his vehicle, the complaint said.

De Silva had the door open to his car and was visible to the public, the complaint added.

He was charged with public indecency, a Class A misdemeanor, and released after being processed at the police department.

The Cary Police Department responded again to the aquatic center in the afternoon on Tuesday for a second unrelated incident.

The Crystal Lake Park District sent a message to parents of children who were attending a camp field trip at the aquatic center when the incident occurred.

The park district said a man at the aquatic center committed an act of inappropriate self-gratification in the men’s locker room.

Cary Deputy Police Chief Scott Naydenoff said officers spoke to one of the complainants, who was an adult.

The subject said they were advised of the man’s behavior by their child who witnessed it.

“We are currently investigating whether any kind of sexually-motivated behavior occurred, or if the witnesses were not clear on what they saw,” Naydenoff said.

Officers spoke to the individual in question at the facility but he has not been charged yet.

“The safety and well-being of all patrons and staff is of utmost importance to the Cary Park District and the Park District is cooperating with the police in their investigation,” the Cary Park District said in a statement.
