Police have announced charges against a 78-year-old man who they say sexually abused a child and produced child pornography at a Fox Lake home decades ago.

The Fox Lake Police Department said they obtained an 18-count grand jury indictment this week against Arthur L. Jenkins, 78, of Bristol, Wisconsin, for child pornography and aggravated criminal sexual abuse.

Fox Lake Police Department Sgt. Rick Howell said the charges stem from an incident that occurred between October 2001 to June 2002.

The police department was notified on January 21 about a resident who was cleaning Jenkins’ home in Bristol, Wisconsin, after they made a discovery of media containing child pornography, Howell said.

A months-long investigation ensued and it was determined that the material was produced while Jenkins resided in the 200 block of Orchard Place in Fox Lake between 2001 and 2002, Howell said.

Investigators were able to identify and speak to the sole victim in the case, who was under the age of 13 at the time of the incident.

The Fox Lake Police Department and the Kenosha County, Wisconsin Sheriff’s Department interviewed Jenkins at his residence in Wisconsin.

He was arrested by Kenosha County deputies and initially charged in Wisconsin with possession of child pornography on January 29. He has remained in custody on a $50,000 bond.

The Lake County State’s Attorney’s Office presented the evidence to a Lake County grand jury last week.

The grand jury returned an indictment for 11 counts of possession of child pornography, a Class 1 felony, and seven counts of aggravated criminal sexual abuse of a child, a Class 2 felony.

Jenkins remains in custody in Kenosha County pending extradition back to Lake County for the charges.
