A 50-year-old Lake County resident has been ordered to stay away from Kohl’s Department Store after he was arrested and charged for taking upskirt videos of unsuspecting victims in Gurnee, authorities said in Lake County court.

Angel T. Arenas-Vasquez is facing a charge of unauthorized videotaping, a Class 4 Felony, following an incident at Kohl’s on Grand Avenue on Sept. 6, authorities said.

Prosecutors said loss prevention specialists from Kohl’s contacted the Gurnee Police Department and informed them they had video of Arenas-Vasquez using his phone to shoot an upskirt video of an unsuspecting victim in the store.

Loss prevention tried to confront Arenas-Vasquez, but he left the store and drove away.

Loss prevention employees were able to obtain evidence of the offender and gave that information to Gurnee police, authorities said.

Arenas-Vasquez was interviewed later that day where he admitted to taking six upskirt videos of unsuspecting victims, authorities said in court.

Arenas-Vasquez was not detained while awaiting trial by prosecutors during a court appearance in front of Lake County Judge Christopher Lombardo on Sept. 7 because unauthorized videotaping is not a detainable offense under the Illinois Safety Act.

However, Arenas-Vasquez was ordered to stay away from Kohl’s in Gurnee, have no contact with the victim, and ordered to not take any photos or videos of anyone without their expressed permission while awaiting trial.

Arenas-Vasquez is due back in court Sept. 26.
