A judge denied pre-trial release for a 60-year-old man who prosecutors say sexually abused a girl on multiple occasions at his Waukegan apartment.
Domingo Jacobo-Salgado, 60, of Waukegan, was charged with two counts of predatory criminal sexual assault of a victim under the age of 13, a Class X felony; and two counts of aggravated criminal sexual abuse of a victim under the age of 13, a Class 2 felony.
Lake County Assistant State’s Attorney Mary Vukovich said during a detention hearing Thursday afternoon that a girl under the age of 13 was interviewed at the Lake County Children’s Advocacy Center (CAC) earlier this month.
The girl said that Jacobo-Salgado’s alleged abuse started around two years ago with the man allegedly inappropriately kissing her on multiple occasions when he was living with the girl’s father.
The girl would eventually be taken to Jacobo-Salgado’s apartment in Waukegan to be babysat, Vukovich said.
The abuse progressed when Jacobo-Salgado allegedly touched the girl inappropriately in multiple places on her body.
The man allegedly told the girl to not tell anyone about the abuse.
SANE (sexual assault nurse examiner) exam results were submitted and are pending, Vukovich added.
Prosecutors told Lake County Judge Michael Nerheim at the detention hearing that Jacobo-Salgado poses a “real and present threat” to the safety of the victim.
“This was not a one-time mistake,” Vukovich said, adding that the man poses a risk of re-offending.
Prosecutors filed a petition to detain Jacobo-Salgado in the Lake County Jail pending trial.
Nerheim granted the petition, saying that the man “poses a real and present threat not only to this victim but to minor children in general.”
Jacobo-Salgado remains held in the Lake County Jail.
He is scheduled to appear for a preliminary hearing on December 10.
