Authorities say a Waukegan man successfully fled from police in Wisconsin and Illinois, including at speeds of 138 mph, before later being caught and arrested Tuesday evening.
A Wisconsin police agency issued an alert to surrounding law enforcement agencies around 4:30 p.m. Tuesday.
Lake County Sheriff’s Office Detective Sergeant Matthew Harmon said the alert was in regard to a black BMW that had fled from Wisconsin officers on Interstate 94 heading into Illinois at a speed of 138 mph.
The Wisconsin police agency provided the Illinois registration details for the BMW.
An alert Lake County sheriff’s deputy observed the same BMW traveling southbound on Route 41 at 96 mph in a posted 55 mph zone a short time later, Harmon said.
The deputy attempted to catch up to the vehicle near Stearns School Road but lost sight of it.
Harmon said the deputy proceeded toward the registered owner’s address after assuming it would travel there.
The deputy spotted the BMW in the area of Grand Avenue and Green Bay Road in Waukegan.
Harmon said the deputy pulled alongside the BMW and identified the driver as Declan J. Moore, 23, of Waukegan.
The deputy activated their emergency lights and attempted a traffic stop but the BMW fled at speeds exceeding 80 mph in a posted 30 mph zone.
Moore also disregarded two stop signs while fleeing, Harmon said.
“Due to the excessive speed and risk to public safety, the deputy terminated the stop attempt and did not initiate an active pursuit,” Harmon said.
The deputy continued to the registered owner’s address where a family member was able to contact Moore and encourage him to surrender.
Moore returned home and voluntarily surrendered to sheriff’s deputies. He was taken into custody and transported to the Lake County Jail.
Moore was charged in Illinois with two counts of aggravated fleeing to elude, two counts of speeding 35+ mph over the limit, reckless driving and fleeing or attempting to elude a peace officer.
The Lake County State’s Attorney’s Office filed a petition to detain Moore pending trial during his First Appearance Court hearing on Wednesday morning.
A detention hearing is scheduled for Thursday afternoon.
