A wanted felon who was out on bond and skipped his trial for attempted murder charges was captured by police outside a store in Waukegan and found with a loaded gun and drugs.

The Waukegan Police Department received information through an outside agency around 5 p.m. on September 17 regarding a wanted suspect near a Dollar Tree store in Waukegan.

Lake County Assistant State’s Attorney Kailey Hopkins said officers were given a description of the vehicle that the suspect, Ktwoine Webb, 35, of Chicago, was reportedly inside.

Officers observed the vehicle, a black Jeep Grand Cherokee, and saw Webb enter the Dollar Tree.

Officers entered the Dollar Tree store while other officers stayed outside the perimeter and confirmed no one else was entering or leaving the Jeep, Hopkins said.

Officers made contact with Webb in the store and he attempted to run away before being taken into custody.

Hopkins said Webb had keys to the Jeep, along with his cell phone and $1,005.42 in different denominations, on his person. No one else was inside the Jeep.

A police canine conducted an open-air sniff on the vehicle and hit on the driver’s side door.

Hopkins said officers searched the vehicle and found a loaded Glock 19 with 15 rounds inserted in the magazine and a round in the chamber under the front driver’s seat.

They found a clear plastic baggie with individually wrapped heroin and crack cocaine in the center console, Hopkins said.

Officers also found 20 grams of marijuana in the center console in the bottom compartment underneath the heroin, fentanyl and cocaine.

Hopkins said there was a total of 20.2 grams of a gray rocklike substance, which was in 17 individual bags, that field tested positive for heroin and fentanyl.

There was a total of three bags of an off white rock like substance, which field tested positive for cocaine. The total weight of the three bags was 3.5 grams, Hopkins said.

Webb had active warrants at the time of his arrest in two separate cases in Lake County Circuit Court.

One of those cases involved pending charges of attempted first-degree murder, armed habitual criminal, aggravated battery using a deadly weapon, felon in possession of a firearm, aggravated battery to a peace officer, two counts of aggravated fleeing to elude a peace officer, driving under the influence and aggravated assault.

A criminal complaint filed in Lake County Circuit Court said Webb waved, threatened and pointed a loaded firearm at patrons of the BP gas station at Grand Avenue and Jackson Street in Waukegan early in the morning on August 7, 2021.

Officers with the Waukegan Police Department arrived and Webb accelerated towards their direction with his black 2021 Nissan.

Webb, “with no regard to life,” used his Nissan to strike an officer, causing great bodily harm, the complaint said.

Webb fled from police at a high rate of speed and was eventually taken into custody, the complaint said. Officers recovered the man in possession of a firearm.

A judge ordered him held on a $750,000 bond following his arrest. He was released from the Lake County Jail in October 2022 after posting the required 10% bond.

A jury trial was set for December 17, 2024, and Webb failed to appear in court, Hopkins said. He has yet to stand trial for either of the two prior pending cases.

The Lake County State’s Attorney’s Office filed a petition to detain him and two petitions to revoke his pre-trial release in his other cases.

Following his arrest, he is now facing new charges of possession of a firearm by a repeat felony offender, two counts of manufacturing or delivery of 15-100 grams of heroin, manufacturing or delivery of 1-15 grams of cocaine, felon in possession of a weapon enhanced, two counts of aggravated unlawful possession of a weapon enhanced, resisting a peace officer, unlawful use of cannabis by a driver, operating an uninsured motor vehicle and driving on a revoked license.

“The defendant has demonstrated through his actions that he is a danger to the community and there are no conditions nor combination of conditions which would mitigate that harm. Despite being charged with multiple gun offenses, the defendant found a way to possess a firearm yet again. This defendant has established that there are no conditions or court orders which he would comply with,” Hopkins said.

Webb has prior convictions for unlawful possession of a weapon by a felon, unlawful contact with a street gang, driving on a revoked or suspended license, resisting arrest and possession of a controlled substance.

Lake County Judge Michael Nerheim granted the petitions to detain Webb and to revoke his pre-trial release following a detention hearing.

The judge said Webb has a history of violence and firearms offenses, along with a history of failing to comply with court orders.

He remains held in the Lake County Jail and is scheduled to appear in court again on November 13 for a status of attorney hearing.
