Police are calling for victims to come forward after they uncovered hundreds of upskirt videos taken of women in public places over several years in the Chicago suburbs, including McHenry County.
The Geneva Police Department said Friday they are asking women to come forward if they recall interacting with a St. Charles man who took unauthorized upskirt or dress videos over the past eight years.
Jascent M. Harvey, 29, of St. Charles, has been charged with one count of burglary, a Class 2 felony, and one count of unauthorized video recording of intimate parts, a Class 4 felony.
Geneva police detectives arrested Harvey on October 3 after an investigation found he used his phone to secretly record video up a woman’s skirt at a store in Geneva.
Harvey’s phone was forensically searched pursuant to a court-authorized warrant and the review took several weeks, police said.
Investigators uncovered more than 400 unauthorized upskirt videos taken from 2017 to 2025 at various locations.
Those locations included retail stores, banks and office buildings in Algonquin, DeKalb, Geneva, Elgin, Naperville, South Elgin, St. Charles and Wheaton.
They also included public libraries in Batavia, DeKalb, Elburn, Geneva, St. Charles, North Aurora, West Chicago, Sycamore and Wheaton.
Videos were additionally found taken in government buildings in DeKalb, Elgin and Aurora.
The Geneva Police Department said they are asking women who may have interacted with Harvey and believe they could be victims to email [email protected].
Harvey was transferred to the Kane County Jail following his arrest and had a First Appearance Court hearing on October 4.
He was subsequently released and is scheduled to appear in court again on December 17.
