A former Island Lake board trustee was arrested after being accused of breaking a door and kicking a woman, leaving her hospitalized, at a restaurant near Crystal Lake.
Harold England, 59, of Island Lake, was charged with assault, battery causing bodily harm and criminal damage to property over $500.
A criminal complaint filed in McHenry County Circuit Court alleges England knowingly damaged the property of a business owner around 3 p.m. on August 7.
England allegedly pushed a glass door open so hard that it broke the swing door closer, the complaint said.
The complaint said the door swung open and struck an electrical outlet, which caused the glass door to crack.
The incident happened at Carlos River Cafe, 1707 Nish Road in unincorporated Crystal Lake.
The damage was estimated to be in excess of $500 but under $10,000.
The complaint said England also committed assault when he raised a closed fist over his head in a motion “as if he was going to punch” a woman since she did not provide him the information he was asking for.
The complaint said England caused bodily harm to the woman after he was asked to leave the establishment.
England allegedly stopped walking and kicked the woman, while he was standing, in the stomach with his foot, the complaint said.
The complaint said the woman suffered swelling and bruising to her stomach and was transported to the hospital.
The McHenry County Sheriff’s Office responded to the scene after a customer called 911 reporting an intoxicated subject who battered the owner of the restaurant, according to police radio traffic.
Dispatchers then received a second 911 call from England saying he was not intoxicated and that he was involved in an argument inside the restaurant but left and was waiting in his car outside, radio traffic indicated.
Deputies arrived, investigated and arrested England, who was then transported to the McHenry County Jail.
England was a Village of Island Lake Board trustee from 2017 to 2021.
England appeared in Initial Appearance Court on August 8 and was released from custody as the offenses are non-detainable under the Illinois SAFE-T Act.
McHenry County Judge Jennifer Johnson ordered England to have no contact with the female victim or business, not leave the state without court permission and not possess dangerous weapons.
England is scheduled to appear in court again on September 4 for a status of preliminary hearing.
